L'uso di materiali compositi fibrorinforzati per sostituire l'acciaio per la costruzione di elementi strutturali in calcestruzzo è una pratica comune in molti paesi del mondo.
In Italia, sebbene l'attenzione a questo tipo di rinforzo si sia manifestata da tempo e la comunità scientifica e tecnica del nostro Paese si sia prontamente impegnata nella stesura di un Documento Tecnico sul tema, pubblicato nel 2007 dal CNR ed intitolato Istruzioni per la Progettazione, Esecuzione e Controllo di Strutture in Cemento Armato con Barre in Materiale Composito Fibrorinforzato, le Norme Tecniche per le Costruzioni emanate dal Ministero delle Infrastrutture e dei Trasporti (MIT) non ne hanno finora consentito un uso senza restrizioni. L'utilizzo è sottoposto, caso per caso, alla sua approvazione da parte del Consiglio Superiore dei Lavori Pubblici.
Solo a maggio 2018, il MIT ha istituito un Gruppo di Lavoro per la stesura di due Linee Guida: una sull'identificazione, qualificazione e accettazione delle barre FRP (LGQ) e un'altra sulla progettazione di strutture in calcestruzzo armate con tali barre (LGP).
Al momento i due Gruppi di Lavoro hanno pubblicato le due bozze di Linee Guida, che sono attualmente all'esame di una commissione relatrice in vista della discussione da parte dell'Assemblea del Consiglio Superiore dei Lavori Pubblici, della competente approvazione, con eventuali modifiche, e della successiva pubblicazione, quest'ultima auspicabilmente attesa entro l'anno in corso 2021.
I contenuti essenziali delle due Linee Guida sono qui riassunti.
The use of fiber-reinforced composite materials to replace steel for the construction of structural concrete elements is a common practice in many countries of the world.
In Italy, although attention to this type of reinforcement has been manifested for some time and the scientific and technical community of our country has promptly engaged in the drafting of a Technical Document on the topic, published in 2007 by the CNR and entitled Instructions for the Design, Execution and Control of Reinforced Concrete Structures with Fiber-Reinforced Composite Material Bars, the Technical Standards for Construction issued by the Ministry of Infrastructures and Transportations (MIT) have so far not allowed unrestricted use. The use is subjected, on a case-by-case basis, to its approval by the Superior Council of Public Works.
Only in May 2018, MIT set up a Working Group for the drafting of two Guidelines: one on the identification, qualification and acceptance of FRP bars (QGL) and another on the design of concrete structures reinforced with such bars (DGL).
At the moment the two Working Groups have released the two draft Guidelines, which are currently being examined by a rapporteur commission in view of the discussion by the Assembly of the Superior Council of Public Works, the competent approval, with any amendments, and subsequent publication, the latter hopefully expected by the current year 2021.
The essential contents of the two Guidelines are summarized herein.
