Combining preservation, safety, risk is absolutely necessary and can only be done within an important innovation of law that starts from the common thread that unites the new generation (from 2008 onwards) of technical standard and develops it within a new framework law which will have to replace Presidential Decree 380/2001. Risk requires decisions and sharing and concerns the entire society.
